In 2005, the ITSF commissioned a group of senior officials and referees to consolidate several existing rulebooks into one universal document. From this effort, the ITSF rulebook was born, which has been in force ever since and is considered by players as the standard for official - and mostly unofficial - tournaments.
The Rules Committee intended that the original SMR would be issued unchanged from the previous rules; however, there may be instances where some rules have been clarified based on previous decisions or because certain rules have historically simply been applied differently.
